The next step is the political phase for the first turn (January 1805).
January & February are winter, so supply costs are doubled and there's a +2 modifier to foraging. Note: winter doesn't apply to North Africa and several of the Mediterranean islands, specifically: Morocco, Algeria, Tunisia, Tripolitania, Cyreneica, Egypt, Palestine, Cyprus, Rhodes, Crete, , Corfu, Malta and Majorca.

Here's the information to include, if it's relevant. Probably only 1 & 2, if any, are relevant to you on the first turn. These are listed in the order in which they occur, so declarations of war occur before alliances are formed. Note that I've included some weird situations -- 4 &5 -- both of which can be avoided by diplomacy beforehand. Declarations of war (against major or minor powers): -3 pp per DoW against a major power; -1 pp per DoW against a minor power (except Sweden/Finland, Denmark/Norway and Naples/Sicily are -2 pp) Form alliances; both parties must tell me they're forming an alliance; +1 pp per alliance (but -2 pp if you ever have to break it); be careful, as allies have responsibilities -- if someone declares war on your ally, the defender can call on you to declare war on the attacker, in which case you must do so or break the alliance; and if a defending power calls upon its allies, the attacking power can call on its allies as well. Are there any minor powers you wouldn't want to control? Default is you will roll for all.
Would you want to back down if someone else declares war on the same minor? E.g., France and Austria both declare war on Bavaria -- if Austria told me they will back down to France, then Austria still loses the -1 pp for declaring war but isn't at war with Bavaria, otherwise, both France and Austria declare war on Bavaria and each other (-1 pp for Bavaria plus -3 pp for declaring war on each other). Default is no. If you gain control of a minor, would you want to declare war on the attacking power? E.g., Turkey declares war on Tunisia and Spain gains control -- if Spain has told me they will declare war on Turkey in this situation, then they do so immediately and no allies can be called. Default is no. I will setup any forces for minors.
